Proposal to shield criticism of power
The PRI parliamentary group in the Senate announced that it will present an initiative for a Federal Law for the Protection of Freedom of Expression against the Arbitrary Use of Public Power. The objective is to prevent any authority from using institutional resources or government powers to intimidate, sanction or inhibit the exercise of this fundamental right.
The proposal will be presented to the Permanent Commission of Congress. It seeks to create a preventive and precautionary regulatory framework that strengthens guarantees for journalists, media, civil organizations and citizens. The PRI members point out that it aims to establish clear limits on the exercise of power, without interfering with the constitutional powers of investigation, inspection or prosecution of crimes.
Objectives of the initiative
According to the document, freedom of expression is essential for democracy, as it allows accountability and the defense of human rights. The senators argue that public criticism, investigative journalism and open debate strengthen institutions and prevent abuses of power.
The PRI bench stressed that the initiative does not seek to restrict the participation of public servants in the political debate or limit their right of reply. It also does not contemplate prior censorship or regulation of content, opinions or editorial lines. It is focused exclusively on preventing and sanctioning institutional retaliation against those who exercise their freedom of expression.
Legislators warned that democracies gradually weaken when fear, institutional pressure or stigmatization replace free and plural debate. For this reason, they considered it essential to strengthen the guarantees for citizen expression and criticism.
