National Drill will activate emergency protocols in CDMX
Next September 19 at 12:00 p.m., Mexico City will carry out the second National Drill of the year, a large-scale exercise designed to evaluate and strengthen the response capacity to high-magnitude seismic events. The Head of Government, Clara Brugada, confirmed that the seismic alert system will be activated simultaneously through multiple communication channels. This includes the 27,887 speakers of the Command, Control, Computing, Communications and Citizen Contact Center (C5), strategically distributed throughout the capital, as well as through cell broadcast technology on mobile phones, radio stations and television channels. This multimodal approach ensures that the majority of the population receives the notification, regardless of their location or activity.
Hypothetical scenario and institutional coordination
For this prevention exercise, the authorities have defined a hypothetical earthquake scenario of magnitude 8.1, with the epicenter located in the vicinity of Lázaro Cárdenas, Michoacán. This simulated event would be felt with great intensity in the country’s capital, testing the action protocols of all emergency corporations. The Secretary of Comprehensive Risk Management and Civil Protection (SGIRPC), Myriam Urzúa, provided encouraging data on citizen and institutional participation, pointing out that, as of the day before the announcement, 24,223 properties had already been registered to participate in the drill. “We are about to surpass any type of historical record that we have had before,” said Urzúa, which reflects an unprecedented collective commitment to the culture of prevention.
Immediately after the activation of the alert, at 12:01 hours, the Seismic Emergency Plan will be launched. The initial phase of this protocol will consist of the overflight of the five Cóndor helicopters belonging to the Secretariat of Citizen Security (SSC) and the visual sweep carried out by the thousands of C5 surveillance cameras. The primary objective of this action is to carry out an initial damage assessment quickly and efficiently, identifying possible critical areas, affected buildings and obstructed communication routes to prioritize the response of the rescue forces.
Response structure and specific scenarios
Secretary Urzúa meticulously explained that the emergency protocol is based on a pyramidal territorial coordination system, which is structured in six well-defined operational levels. At each of these levels, specific functions and responsibilities have been established for each agency and reaction unit, with the ultimate goal of ensuring an efficient, effective and articulated response to a real seismic emergency. This management model seeks to avoid duplication of efforts and optimize the use of resources during the critical first hours after a disaster.
To enrich the realism and effectiveness of the training, the drill will include action in two specific hypothetical scenarios that represent different logistical and rescue challenges. The first scenario will be located at the intersection of Paseo de la Reforma and Juárez Avenue, one of the areas with the greatest pedestrian and vehicular traffic in the city. The second will be developed in the vicinity of Reforma 222, an urban complex that combines commercial spaces, offices and high population density. In both places, all emergency forces will participate in a coordinated manner, including firefighters, paramedics, heavy rescue and mole groups, as well as civil protection personnel, who will practice evacuation, search, rescue and pre-hospital care techniques.
This massive exercise transcends the simple protocol act; constitutes a crucial investment in urban resilience and collective preparedness. Repetition and practice of these procedures save lives by internalizing the correct actions to take during the crucial minutes after an earthquake. The active participation of citizens, the private sector and the government is essential to build a safer city prepared to face the onslaught of nature.
