Spill in Salina Cruz
Petróleos Mexicanos (Pemex) confirmed that the black and viscous liquid that flooded streets in at least three neighborhoods of Salina Cruz was fuel oil. The company reported that it has already contained the emission and recovered the product.
In a statement, it noted that it attended to a loss of containment in a pipeline. It immediately suspended the operation of the transportation system to depressurize the affected line. The work had support from the National Guard, the Secretariat of National Defense, as well as police, firefighters and local Civil Protection.
Technicians closed the outlet valve and, once the pipeline was emptied, they recovered the spilled derivative on the ground and pavement.
On Tuesday morning, with rain from Storm Boris, residents of the Jesús Rasgado neighborhood were alarmed by the spill. It came from the line that goes from the “Antonio Dovalí Jaime” refinery to the Maritime Terminal. Leaks are constant in the transisthmian corridor, where about five pipelines cross from Veracruz.
Surveillance resources in decline
This incident occurs while the Public Account of the Ministry of Finance reveals a 63% reduction in resources for surveillance of the hydrocarbon sector between 2018 and 2026.
The National Agency for Industrial Safety and Environmental Protection of the Hydrocarbon Sector spent 970 million pesos in 2018. By 2026, the approved funds are only 353 million, its lowest level since its creation in 2015.
