Corruption, the quality of public services and the loss of trust in institutions continue to be central challenges for Mexico, according to an analysis by Banamex based on the National Survey of Government Quality and Impact (ENCIG) 2025 by Inegi.
The study reveals that 84.1% of the population considers corruption frequentin the country. Additionally, 15.6% of those who carried out procedures during the year reported having experienced some act of this type. However, only 5% of the affected people filed a complaint, which reflects a deep distrust in institutional mechanisms.
“The decrease in trust in institutions and the decrease in satisfaction with public services suggest less social enthusiasm. If the promises of change are not verified in reality, social trust is diluted,” said the Banamex analysis area.
Increasing economic cost
In 2025, the amount paid in bribes to carry out procedures reached 17,707 million pesos, an increase of 48.7% compared to 2023. In real terms, the accumulated cost grew 72% between 2015 and 2025. The average bribe per affected person went from 2,168 to 2,751 pesos in that period.
The main reasons for not reporting include the perception that doing so is useless, a waste of time, or that corruption has become normalized. Contact with public security authorities is the area with the highest incidence: 63.5% of those who interacted with security forces reported acts of corruption, a proportion higher than 2023 and close to the historical maximum.
Deteriorated trust
Trust in the federal government fell from 59% in 2023 to 46% in 2025. Declines were also recorded in state governments, armed forces, electoral institutions, universities and other organizations. General satisfaction with public services fell from 50% to 47.2%. The worst evaluated: the state of the streets and the police service.
Despite the outlook, there is a positive trend: the digitalization of government procedures increased from 16.2% in 2023 to 21.7% in 2025. Banamex considers that this could reduce the spaces for face-to-face interaction where acts of corruption usually occur.
