The glorious triumph of bureaucracy against a couple of fake invoices
In a plot twist that no one saw coming, the Anti-Corruption and Good Government Secretariat has decided to bring out its heavy artillery. Their victim: the pharmaceutical company ABC Sivmed, which, with the forcefulness of a hammer, has been banned for three months. The reason? The audacity of presenting false information in a tender. Because, clearly, in the world of public contracts, playing fair is just a decorative option.
But don’t worry, justice is not only blind, but it also has a price: a fine of 171,973 pesos. An amount that will surely shake the safes of any corporation. The Internal Control Body of the Felipe Ángeles International Airport was in charge of this monumental administrative feat. One can almost imagine the scene: an official, with magnifying glass in hand, discovering the vile lie among a pile of papers.
The perfect crime: ice water bills
And what was the sophisticated crime that shocked the State? The tender in question was for the “Maintenance and Conservation Service to the Cold and Hot Water Pumping System and Exchangers.” Sounds like the plot of a spy movie, right? The murder weapon: three invoices. Yes, three simple documents were enough to unleash this entire legal circus. One wonders if the invoices were written with invisible ink or if they simply invented the numbers, a practice, of course, totally unprecedented in the sector.
The notification of this epic sanction was made on Thursday November 6, 2025, and its echo resonated until it reached the glory of its publication in the Official Gazette of the Federation (DOF) this Tuesday. Because nothing says “we’re serious” like letting the news sit for a few days before releasing it to the world.
Exemplary punishment: a place in the hall of shame
As a culmination of this corporate tragedy, the authorities, in their infinite wisdom, have registered ABC Sivmed in the exclusive Directory of Sanctioned Suppliers and Contractors. Basically, it is the government’s blacklist, a place where you do not want to be included if you intend to continue doing business with the public treasury. The Secretariat, led by Raquel Buenrostro Sánchez, solemnly announced that the company has the right to challenge the resolution. But they warned, with the firmness of a scolding father, that they will defend the fine “in accordance with the law and in protection of the public interest.” Translation: “Try it, we love legal battles.”
The official statement closed with a rhetorical gem: “With these actions, the Anti-Corruption and Good Government Secretariat reaffirms its commitment to the legality and integrity of public purchases.” And he added the moral: “Cheating to obtain public contracts has consequences.” A lesson that, without a doubt, will be burned into the memory of all companies… at least until the next tender. Because in the great theater of public administration, today ABC Sivmed played the role of the villain, but the cast is always changing.
