Reappearance of the Municipal Trustee after Illegal Deprivation of Liberty
The proxy trustee of the Aguaruto receivership, in Culiacán, Sinaloa, José Ramiro García Oseguera, 32 years old, has reappeared in apparently stable physical conditions and is already at his private home with his family group. This outcome occurs after a period of six days of captivity, during which he remained deprived of his freedom by a command of heavily armed men. The incident began the previous Sunday when the mayor was forcibly taken from his commercial establishment, dedicated to the sale of coconuts and marine products, known under the name “El Pirata“.
Opaque Circumstances and Institutional Response
So far, the competent authorities have refrained from providing detailed information on the precise circumstances that led to the location and release of the public official. The State Person Search Commission had previously activated a location protocol, issuing a special file with the family data and the clothing he was wearing at the time of his disappearance. However, the process through which his reintegration was achieved remains classified, without the reasons for the kidnapping, the whereabouts of his detention or the conditions of his release having been clarified.
According to the data collected, citizen José Ramiro García Oseguera returned to his home during the day on Friday. His comprehensive state of health has not been the subject of an official statement from government or health agencies, creating an information vacuum about possible physical or psychological consequences derived from the traumatic event. Nor has any information been disclosed about the identity of his captors, their demands or whether there was a negotiation that facilitated the resolution of the case.
The modus operandi of the incident reflects a recurring pattern in the region. The trustee was carrying out his usual duties in his seafood and coconut selling company, located on one of the main avenues of Aguaruto, when armed individuals burst into the place aboard a van and proceeded to forcefully arrest him, in the face of the helplessness of witnesses present. This act of criminal audacity in a public space underscores the persistent security challenges facing the entity.
Social Mobilization and Interinstitutional Coordination
The response to the disappearance was immediate and multifaceted. On the one hand, relatives and close friends of the trustee undertook a dissemination campaign through various social networks, requesting the support of the community for his prompt location. At the same time, acts of faith were organized, including masses in the local temple, pleading for his safe return.
Institutionally, an urgent search device was activated that involved the coordination of state, federal and municipal forces. The Culiacán city council, through a formal statement, confirmed that it provided all the necessary logistical and legal support to the family, accompanying them in the process of filing the corresponding complaint with the State Attorney General. The formation of a specialized inter-institutional group showed the seriousness with which the case was treated, given the public investiture of the victim.
The search form distributed by the state commission described the trustee as a man 1.72 meters tall, of medium build, with a round face and medium brown eyes. At the time of the events, he was wearing a black polo shirt with a logo alluding to his business, blue jeans, black fabric sports shoes and a cap of the same tone.

The reappearance without further explanation reveals the complexity of investigating and prosecuting these crimes in highly vulnerable contexts.
