The treasury changes the script: reward for compliments, punishment for cheaters
The Tax Administration Service (SAT) presented its 2026 Master Plan and the message is clear. This year, the fiscal scenario will have two very different events. For honest taxpayers, they promise to streamline procedures and open more offices. For those who play dirty with fake electronic invoices, they prepare intelligent and relentless inspection.
“We will not disturb the perpetrators who fulfill their obligations correctly”, assures the official document.
But that promise of tranquility has a dramatic counterpart. The SAT will focus its spotlight on those who buy or sell apocryphal Digital Tax Receipts (CFDI). The strategy is simple: identify non-existent operations supported by false papers.
The countdown for those who used ‘not real’ invoices
Here comes the part that will make more than one sweat. If you received invoices declared invalid, you have 30 days to correct the situation from the moment you are notified. After that period, the SAT will collect the omitted contributions. There will be no room for excuses.
The inspection will use “intelligent schemes” against evasion and smuggling. The organization guarantees that these processes will be transparent and objective, focused only on those who present irregularities. It sounds good, but in practice there are always questions about how that “intelligence” is applied.
Meanwhile, for the taxpayer who pays on time and follows the rules, the SAT promises decent and close treatment. New offices will open in nine states:
- Baja California
- Baja California Sur
- Mexico City
- Jalisco
- Michoacán
- Nuevo León
- Oaxaca
- Quintana Roo
- Yucatan
They will also strengthen the Mobile Office program in the 32 entities of the country. The idea is to bring the procedures closer to the population with “honest, close and warm attention”.
Specific improvements include streamlining tax refunds through specialized guidance. They will renew the Virtual Window to answer questions in an agile and efficient manner. They will implement new formats to simplify procedures in their 166 offices.
The final message of the SAT is theatrical but direct: comply and we will make your life easier; Deceive the treasury and you will face immediate consequences. In the great theater of Mexican fiscal policy, 2026 promises to be a year where each role—false or true—will have its fair recognition.
