Judicial Resolution in the Case of the Murder of a Mayor
A control magistrate assigned to the state of Michoacán decreed the informal preventive detention against Jorge Armando N, alias “El Licensed”, identified as the alleged intellectual author of the murder of Mayor Carlos Manzo, as well as against the seven security elements that made up his personal escort in the municipality of Uruapan. This judicial determination represents a fundamental piece within the criminal investigation, since it prevents the freedom of the accused while the process against them is carried out, guaranteeing their appearance and the development of the investigation.
Hearing and Precautionary Measure in Penitentiary Facilities
The control hearing was held at the facilities of the State Judicial Branch, located within the Mil Cumbres prison complex, in the city of Morelia. Judge Luis Fernando Díaz Parra was the authority that decided to impose this serious precautionary measure for the eight detainees. The accused, for their part, complied with the constitutional deadline of 144 hours – established for the initial investigation phase – with the aim of having their legal situation defined formally and in accordance with the law. This period, also known as the investigation period, is critical for the prosecution to compile sufficient evidence to support the accusation.
Consequently, it is planned that next Wednesday the initial hearing will be held in which the link to process of each of the accused will be determined for their probable participation in the assassination, an event that occurred last November 1 in the central area of Uruapan. The connection to the process is a jurisdictional act through which the judge determines whether there are sufficient elements to maintain that a crime was committed and that the accused participated in it, thus giving formal continuity to the criminal trial.
Penitentiary Destination and Criminal Affiliation
The seven bodyguards guarding Carlos Manzo, who were detained in the last few hours by elements of the Michoacán Prosecutor’s Office, were formally detained in the High Impact Custody Center, a facility designed for the containment of those accused of crimes with serious social impact. On the other hand, Jorge Armando N, identified by the authorities as an alleged member of the criminal organization Jalisco New Generation Cartel (CJNG), will remain guarded in the Altiplano prison, a maximum security federal center.
This provision was confirmed after the judge denied a request presented by the accused’s defense, which sought his admission to the High Impact Custody Center. The refusal was based on the fact that Jorge Armando N is currently facing charges for crimes under common jurisdiction, which legally determines his prison location in a state facility and not in a high-security federal one, unless there are exceptional circumstances that justify it. The judicial proceedings, according to local sources, began at five in the morning this Saturday and concluded around noon, after several hours of debates and arguments by both parties.
This case highlights the complex interaction between organized crime, public security and the administration of justice at the local level. The investigation continues to fully clarify the circumstances and motives behind the attack, as well as to identify all possible material and intellectual perpetrators. The application of informal preventive detention, a legal figure contemplated for serious crimes, reflects the seriousness with which the judicial authorities are addressing this crime that shocked the community of Uruapan and the state in general.
