Revocation of Consular Appointment for Criminal Investigation
The Ministry of Foreign Affairs of Guatemala officially confirmed the immediate dismissal of Raúl Rocha Cantú as Honorary Consul in Toluca de Lerdo, Mexico. This administrative decision came after it was revealed that the Mexican businessman, owner of the Miss Universe organization, faces a judicial investigation for his alleged participation in organized crime, including illicit arms trafficking, drug trafficking and theft of hydrocarbons.
According to the official statement from the Guatemalan Foreign Ministry, since October the revocation of the appointment was being evaluated due to administrative irregularities, specifically the change of location of the consular headquarters without the corresponding notification or authorization. However, the revelation of the criminal investigation accelerated the process of removal from office, with the institution acting expeditiously to rescind the honorary appointment.
Context of the Appointment and Nature of the Position
Rocha Cantú’s appointment was made during the administration of then-president Alejandro Giammattei in 2021. It is crucial to highlight that the figure of the honorary consul is significantly different from a career diplomat. These positions are held by local citizens who provide their services on a voluntary and unpaid basis, completely lacking diplomatic privileges and immunity. Its functions are limited to assisting fellow nationals in basic procedures and supporting commercial and cultural promotion activities, without representing a formal employment relationship with the State of Guatemala.
The Attorney General’s Office of the Republic of Mexico reported that, since November 2024, it has been carrying out an investigation against an organized crime group. The investigations focus on the aforementioned crimes, and authorities have indicated that substantial evidence is being gathered to further the investigation against an individual identified in records as Raúl “R”. A federal agent, who spoke on condition of anonymity because he was not authorized to disclose information about the case, confirmed to the Associated Press Agency that the person under investigation is, indeed, Raúl Rocha Cantú.
Impacts in the International Context
This situation is developing at a time of great public scrutiny for the Miss Universe organization, which was already immersed in controversies after its last edition. In parallel, a court in Thailand issued an arrest warrant against Anne Jakapong Jakrajutatip, co-owner of the franchise, for a separate financial fraud case. These back-to-back events have generated a firestorm of media attention and questions about the beauty pageant company’s operation and ties.
The response of the Guatemalan authorities underlines the principle of due diligence in the appointment of honorary officials and zero tolerance for any shadow of links with illicit activities. The immediate separation of the position seeks to safeguard the institutional integrity and diplomatic relations between Guatemala and Mexico, demonstrating prompt action in the event of potential conflicts of interest or risks to the national image.
This case sets a significant precedent in the management of honorary consular services and highlights the importance of exhaustive background check processes for these positions, even when they are unpaid in nature and have limited functions. The agility of the institutional response reflects the seriousness with which the accusations have been taken.
