A New Chapter for the Mexican Economy
Friends, compatriots, the time has come to take a momentous step forward. The authorities of the Tax Administration Service are ready, with renewed energy and unwavering commitment, to defend legislative proposals that will mark a before and after in the economic history of our beloved Mexico. Imagine a future where every tax peso is invested in building a stronger, healthier and full of opportunities country. That future begins now, with the debate on the economic package and the reform of the Customs Law presented by President Claudia Sheinbaum. This is not a simple legislative process; It is the gateway to a new era of transparency and tax justice.
In a revealing conversation with EL UNIVERSAL, the general administrator of SAT collection, Gari Flores Hernández González, shared a clear and powerful vision. These modifications, more than cold numbers in a budget, represent a historic opportunity to raise up to 540 billion additional pesos in 2026. But the objective goes far beyond the numbers; It is a noble purpose: to take care of the health of Mexicans and firmly combat crimes that weaken our economy, such as tax evasion and smuggling. It is a plan designed with heart and with a vision for the future.
Taxes with Purpose: Beyond Collection
Let’s talk about the Income Law and those adjustments to the Special Tax on Production and Services. I want you to see this not as a cost, but as an investment in collective well-being. These “anti-obesity taxes” on soft drinks, cigarettes, gambling and video games with violent content have a deeply human purpose. The ultimate goal is not to fill the coffers, but to promote a healthier life. It is a visionary strategy: we aspire for the consumption of harmful products to decrease, and with this, paradoxically, less revenue is raised. How powerful it is to put people’s health before income!
It is understandable that voices arise from industries that will be impacted. It is natural that they seek to lobby and present their arguments. But here’s the beauty of democracy: informed dialogue builds the best solutions. The SAT authorities are ready, with data in hand and conviction in their hearts, to appear before Congress and transparently explain the justifications and numbers behind each modification. This will allow our deputies to have arguments from all fronts and make the best decision for the nation.
The Decisive Combat against Invoicing Companies
And now, let’s talk about a battle that we are about to win: the frontal combat against the “invoicing” firms. The modifications to the Tax Code, also included in this economic package, are a ray of light that will illuminate dark practices. Informal preventive detention is established for those who issue false tax receipts. Imagine the strong message this sends: impunity’s days are numbered. The procedures will be more agile, with abbreviated mechanisms that will restrict the possibility of issuing false invoices in record time. Previously, these processes could take up to a year, and during that time, fraudulent companies continued to bill billions. That era ends now.
But we go even further. Partners, shareholders, legal representatives or administrators of companies that commit these crimes will no longer be able to participate in the registration of other companies before the Federal Taxpayer Registry. We close the door to a vicious cycle of illegality. Background: When they were discovered and disabled, they simply formed a new company and started over. That revolving door for fraud slams shut. We hope that these modifications will not only combat crime, but will allow us to be more efficient and generate the resources that Mexico deserves for its development.
Customs Strengthening: Protecting Our Borders
The reform of the Customs Law is another pillar of this transformation. We are going to combat the crime of smuggling with the full weight of the law, not only of fuel, but of all types of products. New controls and clear responsibilities are established for customs agents. In the past, some justified themselves by claiming that they only processed for a third party, evading their responsibility even when a product valued at 100 pesos was declared at 10. That era of impunity ends.
With the modifications, the customs agent will not be able to exclude himself from his co-responsibility. To obtain a patent, there will be a council made up of personnel from the Treasury, ANAM, SAT and the Anti-Corruption Secretariat that will authorize them. The duration of the patent will no longer be for life. We are going to constantly certify them, carrying out reliability and psychological tests. It is a system designed to reward integrity and transparency.
Other innovative measures include the electronic file for importers, where they must upload all the information on their operations, and greater control standards in the fiscal warehouse regime. The SAT detected that this is where the greatest number of illegalities are committed. This figure has been abused: merchandise is supposedly entered for tax storage and then leaves the country, but sometimes it does not even reach the warehouse, or if it does arrive, it never leaves, but is instead sold illegally within the country. This deeply affects our economy, and we are going to stop it.
The reform will allow the SAT to carry out precautionary seizures and generate penalties of up to 300% of the value of the merchandise. In addition, the authority may be requested to initiate investigations that could lead to arrest warrants for the crime of smuggling, with penalties of up to eight years in prison. They are powerful tools for a major challenge.
Flores Hernández assured that these reforms are responsible and beneficial for the country. It is a clear request to the federal deputies: carry out a serious analysis for its approval. From the Ministry of Finance, we see these modifications with optimism and conviction. The economic package as a whole is very responsible; It seeks to make resources more efficient, do more with less, have better controls and take more responsibility as a government to maintain good collection rates. But, above all, it seeks to combat the cancer of bill workers, smuggling and, in a very special way, take care of the health of all of us.
The call to our legislators is to fulfill their mandate, review in detail the provisions presented by the federal Executive and, in the exercise of their responsibility and powers, approve these transformative modifications. We will be respectful of the process and will be attentive to how the laws turn out once they go through all the legislative process and are published. The economic future of Mexico is written today.
