The great budget spectacle: Increase or optical illusion?

In a turn of events that left more than one person frowning, the always predictable Chamber of Deputies today approved its favorite financial juggling act: the Expenditure Budget of the Federation for 2026. And oh, surprise, the great protagonists of this annual drama, the Culture sector and the Science, Humanities, Technology and Innovation sector, left… well, more or less as they entered. Is this a triumph or simply a conditioned reflection of the system?

Ramo 48, the one that makes sure we don’t forget where we come from (and sometimes, where we don’t want to go), was “reassigned” the modest amount of 1,985.5 million pesos. It sounds impressive, until you realize that with this monumental arithmetic effort, the budget for next year barely matches this year’s 15,081.5 million pesos. Come on, they put so much effort into it that they managed to keep the country from going backwards in culture. A round of applause! Meanwhile, Ramo 38, that of the much vaunted science and innovation, received an additional 2,500 million pesos to the initial proposal of 34,860.8 million pesos. Will it be enough to invent a time machine that takes us to a future with better spending decisions? Who knows.

The master move was so subtle that it almost went unnoticed. It turns out that the original proposal of the Federal Expenditure Budget Project 2026 proposed a cut of 1,984 million pesos for culture. A brilliant idea, without a doubt, just when we need identity and roots most. But then, in a fit of lucidity (or perhaps remorse), the presidency announced that it would return what it was going to take away. What a generosity, right? Return what was stolen… I mean, what was reassigned. In the end, the great achievement was that, after such a tug-of-war, the culture stayed in exactly the same place. Now, the great unknown that keeps the cultural community in suspense is: where will these 1,985.5 million pesos go? Hope, that eternal optimist, points to the financial lifeline reaching the National Institute of Anthropology and History (INAH) and the National Institute of Fine Arts and Literature (INBAL), the institutions that were about to suffer the presidential blow. Because, let’s be honest, what better way to demonstrate the value of culture than by cutting its budget and then returning it with fanfare?

The outcome of this epic battle for resources will be known in the coming days, when the final version of the budget is published in the Official Gazette of the Federation. Meanwhile, artists, scientists and ordinary citizens can sleep peacefully knowing that, for another year, culture and science in Mexico will not sink… although they will not sail towards new horizons either. They will simply stay afloat. And these days, that seems to be the new concept of “victory.”

Michoacán: 10 thousand soldiers deploy operations against mines and extortion

10 thousand soldiers in Michoacán seek to defuse explosives and stop extortion.

The Secretary of National Defense, Ricardo Trevilla Trejo, reported that as part of the Michoacán Plan for Peace and Justice, 10 thousand elements of the Army and the National Guard remain deployed in the entity. They have three Air Force helicopters, a cargo aircraft, drones and specialized technological equipment to locate explosive devices.

“The purpose is to create security conditions so that the population can carry out their activities with peace of mind,” explained Trevilla. The operation also protects works contemplated in the plan, in coordination with federal and state authorities.

This week, a lemon farmer lost a foot after an improvised mine exploded that threw his truck several meters. The case revived the debate about the use of explosives by criminal groups.

President Claudia Sheinbaum stated that, although homicides and other crimes have decreased in Michoacán, the instruction to the Security Cabinet is to focus on combating extortion.

“The instruction that the cabinet has, in coordination with the state government, is to eradicate extortion in Michoacán,” said Sheinbaum.

Since last November, the Armed Forces have located 625 improvised explosive devices, including mines and devices launched by drones. Specialized personnel carry out demining operations on routes in El Guayabo, El Alcalde and Apatzingán. The military industry develops anti-mine vehicles and analyzes acquiring detector drones.

Trevilla attributed the placement of mines to the territorial dispute between criminal groups.

“This is the product of a confrontation between two groups. The Jalisco New Generation Cartel (CJNG) wants to enter Tepalcatepec, Coalcomán and is already closer to Apatzingán. The local groups protect those areas and that is why they place the mines,” he explained.

President Claudia Sheinbaum asked the fans to celebrate responsibly the next Mexico-England match in the 2026 World Cup, which she predicted: “We are going to win.” He asked to follow the instructions of the authorities to avoid crowds.

“The responsibility has to be joint… to put more screens along Reforma so that everyone is not concentrated right next to the Angel of Independence,” he declared.

The Head of Government, Clara Brugada, instructed to place screens in several Reforma roundabouts, after the death of four people during the celebrations for Mexico’s victory over Ecuador.

Omar García Harfuch, Secretary of Federal Security, reported that there will be coordination with the capital police, which is leading the operation. Regarding the measures, he said:

“Measures are already being taken… they will be known on Sunday… to avoid any other regrettable incident like the one that occurred.”

Harfuch recalled that millions of people have celebrated without problems, but called for collective prudence.

After the death of four people in the vicinity of the Angel of Independence after the victory of the Mexican National Team against Ecuador, the Secretariats of Security and Citizen Protection (SSPC) and Citizen Security (SSC) issued recommendations to prevent more tragedies.

Recommendations to avoid risks

Through a statement, the authorities warned about behaviors such as the “He wants to fly” challenge, jumping from bus stops or elevated structures, and simulated fights with traffickers. They also mentioned sudden crowds under expressions like “We will swim.”

They noted that collective euphoria, combined with alcohol or other substances, reduces the ability to identify risks and make timely decisions. This can lead to fractures, trauma, permanent injuries, or even death.

“It is recommended not to accept alcoholic beverages or any other type offered by unknown people, as they could be altered with substances that cause drowsiness, disorientation, memory loss or reduced reaction capacity.”

The SSPC and the SSC, with the support of the Cyber Police, also asked to avoid sharing content that normalizes dangerous behavior. Recommendations include:

  • Do not climb on bus shelters, pedestrian bridges or street furniture not designed to support people.
  • Refrain from games, pushing or fighting that could lead to injuries.
  • Celebrate responsibly, respect instructions and stay only in permitted areas.

Spreading these acts on social networks favors imitation, they warned. The authorities reiterated the call for caution during sporting events.
