Sheinbaum starts indigenous consultation for new rights law

Government begins national consultation for indigenous and Afro-Mexican rights law.

President Claudia Sheinbaum signed the call to consult 16,728 communities about the General Law on the Rights of Indigenous and Afro-Mexican Peoples.

“Once it is improved with what the people say, the goal is to present it to Congress on October 12.”

The president recalled that it was not until 2024 when the Constitution recognized full rights to these communities. Now we are seeking to regulate the second constitutional article.

The legal advisor, Luisa María Alcalde, explained that the law will be submitted to consultation in 69 indigenous towns and one Afro-Mexican town. 21 federal agencies, the Chamber of Deputies, the SCJN, the CNDH, the CNPI and the UN participate.

The call is published today in the DOF. The information stage will be from July 1 to August 6. The deliberative phase, from August 7 to September 13, with 82 regional assemblies in Acapulco, Chihuahua, Monterrey, Tijuana, Guadalajara, La Paz and San Pedro Ixtlahuaca.

From September 21 to October 11, the proposals will be analyzed and incorporated. On October 12, Sheinbaum will deliver the final proposal to Congress.

Objective of the law

The director of the INPI, Adelfo Regino, pointed out that the law is based on the reform of constitutional article 2 of September 2024. It recognizes indigenous peoples as subjects of public law with their own legal personality and assets. There are 25.8 million people (20.5% of the population) who speak 68 languages.

The consultation will address: self-determination, rights of women, girls, boys, adolescents, young people, migrants, older adults and people with disabilities, as well as free and informed consent, distribution of powers and coordination between levels of government.

Prior to the proposal, 148 meetings were held with 35 agencies.

Fentanyl regulation: medical use vs. abuse

David Kershenobich, head of the Ministry of Health (Ssa), reported that the Federal Commission for the Protection against Health Risks (Cofepris) maintains a registry of anesthetic substances, including fentanyl for medical use. The objective is to regulate the conditions of its use.

“It is very relevant to be able to separate the medical use from the abuse in the consumption of these types of substances. Not all of them can be prohibited because it is required in anesthesia situations to use some of these types of medications,” he explained.

The official highlighted the importance of having alternatives for pain management, such as pregabalin, which are effective.

Strict regulatory framework in Mexico

During the morning conference last Tuesday, Kershenobich pointed out that certain anesthetics are essential for surgeries, so they cannot be eliminated.

Alejandro Svarch Pérez, general director of IMSS Bienestar, stressed that Mexico has the most rigorous regulatory framework in North America regarding chemical precursors for medical grade fentanyl. There are also other non-medical fentanyls, synthetic drugs produced under design.

Svarch explained that fentanyl is used in surgical procedures and for chronic diseases such as cancer. Mexican regulation contemplates a strict methodology to control the precursors used in its production.

Sheinbaum prepares attendance for the Mexico vs Ecuador match

President Claudia Sheinbaum announced that this Tuesday she could go to a mayor’s office in the capital to witness the meeting between Mexico and Ecuador. The match, corresponding to the World Cup, will start at 7:00 p.m. at the Mexico City Stadium.

At the start of his morning conference, Sheinbaum asked reporters for their forecasts. He also noted that he is still deciding whether he will attend with the Head of Government, Clara Brugada Molina.

“Mexico is going to win,” said the president when referring to the result of the match.

Sheinbaum wished the national team success. According to official information, he has only attended the opening of the World Cup and Mexico’s first match against South Africa, held at the Deportivo Hermanos Galeana, in Gustavo A. Madero. He followed the duels against South Korea and the Czech Republic from the National Palace.

The presence of the president in a community headquarters seeks to bring the football environment closer to the citizens. So far, neither the specific mayor nor the details of his agenda for the evening have been confirmed.

Sheinbaum celebrates US ruling that protects children of migrants

The president supports the Mexican community in the face of a judicial decision on citizenship by birth.

President Claudia Sheinbaum celebrated the ruling of the United States Supreme Court that blocked President Donald Trump’s executive order to eliminate birthright citizenship for children of undocumented migrants. In his morning conference, he described the decision as a protection for thousands of Mexican families.

“Apparently, the Supreme Court said that this decision is not constitutional. It is Mexican men and women, and other nationalities, who have children who are born in the United States,” he declared.

Sheinbaum mentioned the case of a deported worker with whom he spoke in Veracruz. After living two decades in the United States, he had to return to Mexico while his wife and children remained there. He stated that similar stories are repeated among thousands of compatriots who emigrated due to lack of opportunities.

The president highlighted that Mexican migrants contribute to the development of both countries. “They are honest, hard-working people. They found work there because there was a need for those workers in the United States. They are good people who help the economy of Mexico and the United States,” he said.

He recalled that children of Mexican parents born in the United States have the right to Mexican nationality and can obtain dual nationality by registering at consulates.

Message of support for rejection speeches

Sheinbaum sent a message of support to the Mexican community abroad. “They are heroes and heroines for us, and we must always hold our heads high. We must not allow any form of discrimination to affect us. Mexico is big and Mexican men and women are workers wherever we are,” he stated. He assured that migrants represent national pride for their effort and ability to get ahead.
