The Mexican Senate Designs a Comprehensive Legal Framework for Cybersecurity
The Digital Rights Commission of the Senate of the Republic is in an advanced phase of designing and structuring a National Law on Cybersecurity. This legislative initiative represents a meticulous effort to establish a robust regulatory umbrella that protects citizens, companies and public institutions from growing threats in cyberspace. The project is not limited to computer security; It also contemplates a comprehensive review of existing legal frameworks in critical areas such as freedom of expression in the digital environment, electronic commerce and the modernization of digital government.
Senator Luis Donaldo Colosio Riojas, president of this commission, outlined a strategic calendar of activities for the last quarter of the year. In line with the commemoration of Cybersecurity Month in October, the agenda includes the organization of technical working groups, specialized training courses and practical workshops aimed at legislators, technical personnel and citizens. The objective is to raise the level of knowledge and awareness about latent risks and the prevention of cybercrimes.
A Strategic Agenda with Multiple Prospects
For the month of November, planning is even more ambitious. Multidisciplinary discussion forums focused on fundamental digital rights are scheduled. These dialogue spaces have the main goal of analyzing and enriching the General Law of Digital Rights. This process will be carried out with the coordinated support of various senatorial commissions and, crucially, with the technical collaboration of the Digital Transformation and Telecommunications Agency.
Colosio Riojas emphasized the importance of inter-institutional synergy. “We maintain constant communication with the Digital Transformation and Telecommunications Agency. One of the central axes of our collaboration is the organization of dialogue tables specialized in cybersecurity. The technical input and perspectives gathered in these spaces will be essential to consolidate the opinion of three legislative initiatives that are currently being analyzed, in order to integrate them into a single comprehensive national cybersecurity law“, specified the legislator.
In addition, the commission has scheduled the workshop “Legislating with a gender perspective in the digital ecosystem“. This training, developed with the support of the feminist organization “Women for more women“, seeks to provide senators and their advisory teams with the conceptual, normative and practical tools necessary to incorporate a gender approach transversally in all future digital legislation, thus guaranteeing equitable and bias-free protection.
Integration with the International Digital and Commercial Agenda
Senator Eugenio Segura Vázquez, member of the commission, provided a vision of international scope. He stressed the urgent need to synthesize the conclusions of the forums on cybersecurity and artificial intelligence into an official governing document. The proposal is that this document serves as a basis for Mexico’s contributions in the upcoming public consultations for the review of the Treaty between Mexico, the United States and Canada (T-MEC). This integration would ensure that digital protection standards and ethical principles in artificial intelligence are aligned with the country’s international trade commitments.
According to the published agenda, the commission also plans to strengthen specific legislation that protects the digital rights of users. This includes the development of reinforced security policies for the protection of girls, boys and adolescents on digital platforms, streaming services, mobile applications and social networks. The approach is proactive and seeks to anticipate the challenges posed by emerging technologies, creating a safer, more inclusive and resilient digital environment for all Mexicans.
