The International Skating Union (ISU) announced on Tuesday that skaters from Russia and Belarus will be able to return to the world championships and Grand Prix next season, but only as neutral athletes. It is the first time since the start of the armed conflict in Ukraine, in February 2022, that the veto imposed then has been lifted.
The decision allows competition without flags or national symbols. However, athletes could face difficulties obtaining visas in host countries such as Finland (world figure skating 2027), South Korea (short track) and China (speed skating).
Conditions to participate
The ISU justified the change by pointing out that several Russian and Belarusian skaters already competed without incident at the Milan-Cortina 2026 Olympic Games with neutral status. Among them, Adeliia Petrosian and Petr Gumennik (Russia), both sixth in their individual events, and Viktoriia Safonova (Belarus).
The organization also followed guidelines from the International Olympic Committee, which on May 7 recommended readmitting Belarusian athletes without prior evaluation. Approved skaters must not have actively and publicly supported the armed conflict since February 2022.
The ISU clarified that the previous exclusion was not a punishment for the war, but rather a measure taken for the safety of the participants and the integrity of the competitions. The entity reaffirmed its condemnation of the conflict and its support for Ukrainian skaters.
