Former governor Ruffo Appel arrested for fuel smuggling network

The former governor of Baja California is arrested for alleged fuel smuggling and organized crime.

The Attorney General’s Office (FGR) confirmed the arrest of the former governor of Baja California, Ernesto Ruffo Appel, for his alleged participation in a fuel smuggling network. The announcement was made this Friday during President Claudia Sheinbaum’s morning conference.

The Secretary of Security and Citizen Protection, Omar García Harfuch, explained that the investigation began after the seizure of 33 ferrotanks. The Specialized Prosecutor’s Office for Organized Crime (FEMDO) identified what it described as one of the largest fuel smuggling networks detected by the authorities.

“It is an investigation that begins after the seizure of the 33 rail tankers. The FEMDO analysis manages to identify this network, which is one of the largest fuel smuggling networks. It is an investigation that lasted more than a year,” said García Harfuch.

Eight arrest warrants

The official reported that eight arrest warrants were served this Thursday. He clarified that there are still more judicial orders to be executed, so the investigations continue.

The illicit scheme consisted of entering fuel into the country and reporting only 10% of the actual capacity transported in the tank railways. In this way, controls and tax obligations were evaded, according to the investigation.

“It is an ongoing investigation, it is not yet finished, but it is an investigation of more than a year by the Attorney General’s Office of the Republic,” stressed the head of the SSPC.

The actions of the FGR and the SSPC reflect the government’s commitment to combating fiscal huachicol and fuel smuggling, which have seriously affected the country’s economy and the integrity of the institutions. Authorities continue to work to dismantle this network and bring all those involved to justice.

Notification to Congress

The Permanent Commission of the Congress of the Union received the official notice from the presidency: Claudia Sheinbaum will leave the country for New York. He will attend the final of the 2026 Soccer World Cup, a tournament co-organized by Mexico, the United States and Canada.

Laura Itzel Castillo, president of the Commission, confirmed that the president complied with article 88 of the constitution. The trip responds to a direct invitation from Donald Trump. Canadian Prime Minister Mark Carney will also be there.

Itinerary and entourage

The presidential delegation will depart on Saturday afternoon from Cancun, on a commercial flight and with a reduced team. Although the three heads of state will meet at the stadium, a formal trilateral meeting is not planned. Any meeting will depend on the agendas.

Sheinbaum will remain in the United States over the weekend. He will return to Mexico City on Monday, July 20. The president announced that she will record a message with details of her activities at the New York-New Jersey Stadium, venue of the final match.

Three years in prison for a minor who attacked his teachers

A judge sentenced the teenager who shot two teachers to three years of confinement.

Three-year sentence for high school attack

A judge certified in comprehensive justice for adolescents handed down a three-year prison sentence against the 15-year-old student who deprived the lives of two of his teachers at a high school in Lázaro Cárdenas, Michoacán. The resolution was issued as part of an abbreviated procedure authorized by the State Prosecutor’s Office.

The young man was found guilty of the crime of feminicide of the two teachers. He will serve his sentence at the Comprehensive Center for Adolescents. In addition, compensation for damage of 3 million 280 thousand 769.07 pesos was established in favor of the indirect victims.

The events occurred on March 24 of this year. The teenager entered Antón Makárenko High School with a 5.56 caliber AR-15 assault rifle, hidden in a guitar case. He shot at the teachers María del Rosario, 36, and Tatiana, 37, who died at the scene.

After the tragedy, the students themselves and a worker managed to disarm the young man and subjected him with cables until they handed him over to the authorities. He has been under preventive detention since then.

Investigations revealed that the minor was a follower of virtual communities that spread misogynistic ideologies, known as Incel (involuntary celibates). Despite the use of a high-powered weapon, the State Attorney General’s Office was unable to determine the origin of the rifle or locate the teenager’s cell phone.

They secure nearly 3 thousand sea cucumbers in Baja California

Almost 3 thousand specimens of sea cucumber were seized in Baja California. The person responsible remained at the disposal of the FGR.

The Federal Environmental Protection Agency (Profepa) reported the seizure of 2,994 specimens of sea cucumber (Isostichopus fuscus), a species subject to special protection. The shipment was transported illegally by a person who was detained in Baja California.

Joint operation

On July 16, the Secretariat of National Defense (Sedena) reported to Profepa a suspicious vehicle on the San Felipe-Ensenada highway. Inspectors from Profepa and personnel from the Ministry of the Navy (Semar) went to the scene. Inside the car they found 39 transparent plastic bags with marine invertebrates.

The person who transported them did not have authorization from the Ministry of Environment and Natural Resources (Semarnat) to prove their legal origin. For this reason, she was detained and placed at the disposal of the Public Ministry of the Federation, attached to the Attorney General’s Office of the Republic (FGR). The vehicle and the specimens were also seized.

Protected species

The sea cucumber is included in NOM-059-SEMARNAT-2010 as “Subject to Special Protection” and in Appendix III of CITES. Semarnat points out that these species could be threatened, so their recovery and conservation are a priority. Other examples are the Sonoran green toad and the blue heron.

This invertebrate animal has an elongated body that measures between 2.5 and 180 centimeters long, with a diameter of up to 25 cm. Some specimens reach more than 3 meters. The Ministry of Agriculture and Rural Development warns that fishing is complicated and its market value is very high, which encourages illegal trafficking.
