Call for extraordinary sessions with priority legislative agenda
The Parliamentary Gazette of the Permanent Commission of the Congress of the Union published the draft decree that will formalize this Friday the call for an extraordinary period of sessions. The central objective will be to analyze and eventually ratify 16 initiatives that modify the legal system in strategic matters such as telecommunications, public security and protection of human rights.
Key initiatives on the legislative agenda
The proposal, signed by the parliamentary coordinators of Morena –Ricardo Monreal (Chamber of Deputies) and Adán Augusto López (Senate)–, includes:
- New Telecommunications and Broadcasting Law: It will replace the regulatory framework in force since 2014, with adjustments to the radio spectrum and digital rights.
- Package against forced disappearances: Reforms to the General Law on Forced Disappearances and the National Search System to optimize forensic protocols.
- Redesign of the National Guard: Modifications to 8 military laws to redefine its operational structure and chain of command.
Among the opinions the following also stand out:
- Prohibition of the use of marine mammals in shows (reform to the General Wildlife Law).
- New tools against money laundering (modifications to the Federal Penal Code and Anti-Laundering Law).
- Transfer of powers from CONEVAL to INEGI in evaluation of social policies.
Institutional and social impact
The reforms propose structural changes in:
- Public security: Creation of the National Criminal Investigation System and approval of forensic protocols.
- Transparency: Strengthening the internal comptrollers of the Legislature.
- Labor rights: Implementation of unemployment retirement in the IMSS.
Experts consulted highlight that this legislative package could reconfigure the institutional balance in sensitive areas such as civil intelligence and accountability in public spending.
