After the unfortunate events that occurred last weekend, where six people lost their lives in attacks carried out inside and outside two hospitals and a private medical clinic in Culiacán, the health and security authorities of Sinaloa have activated a comprehensive emergency protocol. The primary objective is to restore integrity and trust in the health system, guaranteeing the protection of both medical staff and patients.

The Secretary of State Health, Cuitláhuac González Galindo, led a high-level meeting with delegates from the IMSS, ISSSTE, IMSS-Bienestar, along with representatives of the public security forces, the Mexican Army and the State Attorney General’s Office. The purpose of this multidisciplinary meeting was to design and implement new protection strategies for all medical units in the entity.

Strategic Measures Implemented

One of the central axes of the new protocol is the evaluation and immediate notification of all cases of patients admitted with gunshot wounds. A direct and priority communication channel has been established with security corporations to instantly alert about these entries, which will allow a coordinated and timely response.

At the same time, access filters and surveillance mechanisms will be significantly strengthened at all hospital admissions. It has been mandatory that all medical, administrative and maintenance personnel carry their identification credentials at all times, facilitating the recognition of authorized personnel within the facilities.

The hospital community has been urged to maintain constant alert and to immediately report, through the designated emergency lines, the presence of any outside person or suspicious behavior within the medical perimeters. This early warning system seeks to generate a rapid and effective response from federal, state and municipal authorities.

Context of the Attacks

The events that triggered these measures occurred on Friday night on Álvaro Obregón Avenue, in the Gabriel Leyva neighborhood, north of Culiacán. Heavily armed men, from a parked vehicle, shot at a group of people who were outside the Emergency area of ​​the Civil Hospital. As a result of this attack, José Ramón “N”, 38 years old, died; Jorge Armando “N”, 32, and Rubén “N”, 61. Four more people were injured, including a 13-year-old minor. Later, a fourth victim, Víctor “N”, 47 years old, died.

The next day, in acts of extreme audacity, attackers penetrated the intensive care areas of two different medical centers almost simultaneously. At the IMSS-Bienestar hospital, located next to the road to the Imala receivership, an individual disguised as a nurse entered a recovery area and killed Fausto Yuriel “N”, 21 years old, who was recovering from gunshot wounds suffered in Loma de Rodriguera.

In a similar incident, two subjects equipped with automatic rifles and tactical equipment broke into a private clinic in the center of Culiacán to murder Jesús Manuel “N”, 24 years old, who was also hospitalized for gunshot wounds. These acts represent a serious violation of the inviolability of health facilities.

The implementation of these security countermeasures not only seeks to prevent future incidents, but also to send a strong message about the state government’s unwavering commitment to protecting the life and health of Sinaloans.
