That is exactly what Ricardo Ahued Bardahuil, the former director of the General Customs Administration, experienced during his extraordinary management from May 2019 to April 2020. His mission: to safeguard the Mexican economy from fraudulent practices, and boy did he achieve it!
During this crucial period, two emblematic cases of cargo ships trying to evade paying taxes on the import of gasoline and diesel were detected. The Art of Detecting the Invisible and Protecting Ours
The now Secretary General of the Government of Veracruz proudly tells how his team detected a case in the ports of Tuxpan-Veracruz and another in the Pacific. The offenders declared that they were transporting simple oils instead of fuel, a ruse to evade payment of the Special Tax on Production and Services (IEPS). But the cunning and commitment of our public servants prevailed.
One of these freighters arrived at the port of Tuxpan trying to false the contents of its cargo. Unsuccessful, he thought he might find a breach in the port of Veracruz. Mistake. He was detected, punished and the full weight of the law was applied to him. This is a powerful reminder that honesty always triumphs over deception.
“We carried out the corresponding legal procedure and he was detained because they falsified the content. Instead of declaring diesel and gasoline – and paying the corresponding IEPS – they declared oils,” explained Ahued Bardahuil. Each action like this strengthens institutions and builds a more prosperous Mexico for everyone.

A second case occurred in the Pacific, where another cargo ship sought to evade its tax obligations. Once again, the response was forceful: exemplary sanctions were applied. “I reported it, there are even investigation folders that I opened and arrests were made. In Veracruz the ship was stopped and they had to pay,” he said with conviction.
The other cargo ship in the Pacific had to pay millions of pesos for false declaration of contents. This teaches us a vital lesson: righteousness and adherence to the law are always the best path. Customs are an issue of national and economic security worldwide, and Mexico demonstrates that it is firmly committed to this principle.
In this sense, Ahued Bardahuil considers that generalizing the payment of the IEPS for these products would be a brilliant preventive measure, deterring future evasion attempts. His vision not only focuses on correcting the present, but also on designing a future where transparency is the norm.
His career is inspiring: in May 2019, he requested leave as a Morenoist senator to assume the direction of the General Customs Administration, a position he performed with excellence until April 2020, and then returned to his seat in the Senate.
